Adopted Comprehensive Plan
On January 18, 2023, the Village Plan Commission recommended and the Village Board adopted an update to Marshall’s Comprehensive Plan update. The Plan update is divided into the Conditions and Issues volume and the Vision and Directions volume. The Vision and Directions volume contains all of the Plan’s vision, goals, objectives, policies, and programs—including the future land use map and land development and preservation policies. What is a Comprehensive Plan?
A comprehensive plan is a long-range guide for the physical growth, change and, preservation of a municipality. It covers a wide range of topics, including future land use, transportation, economic development, housing, and natural resources.
Are there other Village plans?
Yes. In 2011, the Village adopted its last update to its 2002 “master plan” (a.k.a. comprehensive plan). Since then, the Village has prepared its Highway 19 Corridor Redevelopment Plan (2017), Tax Incremental District (TID) #2 Project Plan (2018), and Community Economic Development Strategic Plan (2019). These detailed plans dialed into specific geographic areas or topics of concern. All of the above current Village plans can be reviewed by clicking here. Their ideas were brought forward and adapted within the Comprehensive Plan update.
Why update the Comprehensive Plan?
Wisconsin law requires comprehensive plans to be updated once every 10-years—so the Village is clearly due. There are drawbacks and actual hazards of not having an up-to-date plan, including potentially having to accept unwanted land uses. On a more positive note, the public process to update a comprehensive plan typically brings the community together on some key directions. The resulting plan can be a springboard for positive community and economic development. For instance, Marshall’s plan update will place the Village on better footing to help address its current housing shortage.

Did the Village conduct a community survey as part of this process?
Yes. The Village conducted a primarily on-line survey in June and July of 2022 to gather residents’ input on their vision for the future of the Village, community planning issues most relevant to the Comprehensive Plan update, and community priorities. How else did the Village collect community input?
The process was guided by the Village Plan Commission, which had regular public meetings that residents attended. Also, in August and September, the Village Planner interviewed numerous community stakeholders with unique knowledge, experience, or insight into Marshall.
